2.2: Cultural Affairs Advisor to the U.S. High Commissioner of Germany, 1948-1952

After World War II, the U.S. State Department requested Howe to take a leave of absence as art director of the California Palace of the Legion of Honor in order to continue the recovery and repatriation of looted artworks in Europe. These letters are from Howe's time as the Cultural Affairs Advisor to the U.S. High Commissioner of Germany which represented the U.S. Government in Germany with regards to economic affairs.
Howe and fellow Monuments, Fine Arts and Archives officer S. Lane Faison directed the closing of the Collecting Points for the recovered artworks. The letters in this subseries are professional letters dealing with Howe's responsibilities. The letters often include attachments of memorandums and reports.
